Many establishments that were formerly restricted from selling alcohol can now sell a limited amount of beer and wine to customers.Grocery stores with a restaurant liquor license can sell take-out beer but must have an eating area that seats at least 30 and a separate cash register for alcohol sales. To sell wine, a restaurant liquor license holder must obtain a take-out wine sales permit from the Pennsylvania Liquor Control Board. Convenience stores with a liquor license can sell two six-packs of beer to a customer, as can bars, delicatessens and restaurants with a liquor or eating place license. But establishments with only an eating place license cannot sell wine to-go.

Restaurants that sell beer and offer food delivery service can also deliver customers a 12-pack containing up to 192 ounces per order as long as they also obtain a transporter-for-hire license and the order is paid for over the phone with a credit or debit card. Takeout wine sales can expand to licensed restaurants, bars, hotels, supermarkets and delis.Unions, including the one that represents state liquor store workers, have said the measure will undermine the finances of the Pennsylvania Liquor Control Board and lead to job losses. They are skeptical of claims it will generate about $150 million for the state treasury in the first year.Wolf said he was uncertain how much revenue the law will bring in but predicted it will create demand for workers at the stores and for businesses that will distribute wine to the new retail outlets.
